"Fluency" is a noun with a couple of closely related but distinct senses. At its core, it describes how smoothly and easily someone does something — most often speaking or writing a language, but it can apply to other skills too.
When someone speaks or writes a language smoothly, naturally, and without struggling to find words, we say they have fluency in that language. Think of it as the difference between a river flowing freely and water dripping slowly from a tap — fluency is the free-flowing river.
